Feasibility Study of the Implementation of Article 6 of the Law on Protection of Children and Adolescents in the Welfare Organization
(Case Study: Kashan County and Tehran Province)

Background and Aim: In Article 6 of the Law on Protection of Children and Adolescents and its executive regulations, the legislator has foreseen duties for the Welfare Organization with the aim of realizing the implementation of these duties. In this study, the duties of this organization have been addressed from three perspectives. These directions are: 1. Analysis of legal duties; 2. Evaluation of the implementation of these duties; 3. Identifying its implementation challenges. The main goal of this study was to identify the challenges of the aforementioned organization in order to provide special solutions for them.
Method: The data for this research were collected using a descriptive and analytical method through library and field studies. The field section was gathered using observation, questionnaires and interviews. In each of the visited welfare centers, the number of individuals qualified to answer the questions was limited. Due to this limitation, interviews were conducted with selected individuals using a purposive approach. The possibility of potential bias from the interviewees also existed; thus, only information that was mutually corroborated among the interviewees was relied upon. Fifty officials from the Welfare Organization were selected. Welfare centers in Tehran Province and Kashan City were investigated. The distribution across the visited centers was such that they covered the entire Tehran Province and Kashan City. Data were collected until information saturation was achieved.
Results: The findings indicate that this organization faces serious challenges in terms of human resources, budget, location, multiplicity of tasks, inter-organizational coordination and monitoring the implementation of these tasks. The existence of a supra-organizational department such as the National Authority for Child Rights in Article 6 of the aforementioned law is essential to monitor the implementation of these tasks and carry out inter-organizational coordination.
Conclusion: Given the importance of protecting children and adolescents at risk and victims, it is necessary to take measures such as: Recruiting and employing human resources in the welfare organization, establishing an inter-organizational interaction mechanism and monitoring the proper implementation of the tasks of this organization by the National Authority for Child Rights.
