fa نظریه حق کودکان بر دسترسی به کتاب و جایگاه کتابخانه‌‌ها در افزایش فرهنگ مطالعه کودکان در عصر فضای مجازی The Theory of Children's Right to Access Books and the Role of Libraries in Increasing Children's Reading Culture in the Era of Virtual Space تخصصي Special پژوهشي Original Article زمینه و هدف: دسترسی به کتابخانه‌های عمومی وسیله‌ای است تا از این طریق، افراد جامعه، ضمن مشارکت و حضور در محیطی اجتماعی و کنشگری متقابل، بتوانند به یکی از حقوق اساسی خود، یعنی حق بر کتاب دسترسی داشته باشند و از بعد آموزشی، تربیتی و فرهنگی، گامی در مسیر خودشکوفایی بردارند. فرهنگ مجموعه‌ای پیچیده‌ از علوم، دانش‌ها، هنرها، افکار، اعتقادات، قوانین و مقررات، آداب و رسوم، سنت‌ها و به طور خلاصه کلیه‌ آموخته‌ها و عاداتی است که یک انسان به عنوان عضوی از جامعه اخذ می‌کند. یکی از مهم‌ترین ابعاد فرهنگ در هر جامعه‌، سطح مطالعه به عنوان عاملی مهم برای یادگیری، آموزش، تربیت و سرگرمی است و نقش کتابخانه‌های عمومی در گسترش این فرهنگ حائز اهمیت بسیار است، اما در سال‌های اخیر که تکنولوژی به عنوان کلان‌روایتِ دنیای انسان‌ها با آهنگ سریع پیشرفتِ اطلاعات و ارتباطات کلیه جوانب زندگی ابنای بشر را تحت تأثیر قرار داده است، زندگی کودکان نیز متأثر از گسترش لحظه‌ایِ محیط دیجیتال، ابعاد جدیدی یافته و سرگرمی‌های دیجیتال سبب شده توجه به کتابخوانی و کتابخانه‌های عمومی به عنوان یک عامل مهم فرهنگی تا حدود بسیاری در میان کودکان کم‌رنگ شود. این پژوهش بر آن است با بررسی وجوه مختلف حضور کودکان در محیط دیجیتال در مقایسه با مطالعه و کتابخوانی، به این پرسش‌ها پاسخ دهد که دوری کودکان از فرهنگ کتاب و کتابخوانی چه تأثیری بر آنان دارد؟ شیوع ویروس کرونا چه نقشی در دوری کودکان از کتابخانه‌های عمومی داشته است؟ چگونه می‌توان کودکان را در بستر محیط دیجیتال به فرهنگ کتابخوانی علاقمند کرد؟ نقش خانواده‌ها در ایجاد و نهادینه‌کردن این فرهنگ پسندیده چیست؟ کتاب‌های چاپی یا کتاب‌های دیجیتال، کدام بهتر است؟ و تعهد دولت‌ها در تضمین حق کودکان بر دسترسی به کتاب و جایگاه کتابخانه‌‌ها در افزایش فرهنگ مطالعه کودکان چگونه قابل تحلیل است؟ روش: در این مقاله روش پژوهش، توصیفی ـ تحلیلی است. مقاله از منظر هدف، بنیادین و نظری است که در آن به شیوه اسنادی و با استفاده از منابع کتابخانه‌ای، داده‌ها جمع‌آوری و تحلیل شده‌اند. یافته‌ها: دسترسی کودکان به کتابخانه‌های عمومی وسیله‌ای است تا از این طریق، ضمن مشارکت و حضور در محیطی اجتماعی و کنشگری متقابل، بتوانند به کتاب دسترسی داشته باشند و از بعد آموزشی، تربیتی و فرهنگی، گامی در مسیر خودشکوفایی بردارند. خواندن منابع غیر درسی، کودکان و نوجوانان را به سمت شناخت و آگاهی درست هدایت کنند. استفاده از ظرفیت‌های فناوری دیجیتال در سطح اجتماع و نهادهای آموزشی و فرهنگی در ترویج فرهنگ کتابخوانی در جامعه گام دیگری در ایجاد تعامل بین کتاب و سرگرمی‌های دیجیتال است. نتیجه‌گیری: ایجاد کتابخانه‌های عمومی ویژه کودکان و توزیع عادلانه دسترسی به آن، تکلیف و تعهد دولت‌ها نسبت به کودکان است و با رعایت اقتضائات مهمی نظیر فراهم‌کردن فضای لذت‌بردن از مطالعه، سرگرمی‌های کودکانه، محیط فیزیکی مساعد برای کودکان و محدودیت دسترسی به محتوا بر اساس قوانین و مقررات و اقتضائات موجود و وجود راهنمایان و مربی‌های تخصصی در محیط کتابخانه‌ها همراه خواهد بود که خود زمینه‌ساز بهره‌مندی حقوق دیگری چون حق بر فراغت و سرگرمی است. Background and Aim: Access to public libraries is a means so that, while participating and being in a social environment and mutual activism, the members of the society can have access to one of their basic rights, which is the right to books and from the educational, educational and cultural aspect, it is a step in the direction of Take self-actualization. Culture is a complex collection of sciences, knowledge, arts, thoughts, beliefs, laws and regulations, customs, traditions and in short, all the learnings and habits that a person acquires as a member of society. One of the most important dimensions of culture in any society is the level of study as an important factor for learning, education, upbringing and entertainment and the role of public libraries in expanding this culture is very important. But in recent years, when technology, as the macro-narrative of the human world, has affected all aspects of human life with the rapid development of information and communication, children's lives have also found new dimensions due to the instantaneous expansion of the digital environment and digital entertainment has caused attention to Reading books and public libraries, as an important cultural factor, have become less important among children. This research aims to answer these questions by examining the different aspects of children's presence in the digital environment compared to reading and reading, what effect does children's distance from book culture and reading have on them? What role has the spread of the corona virus played in keeping children away from public libraries? How can children be interested in reading culture in the digital environment? What is the role of families in creating and institutionalizing this desirable culture? Which is better, printed books or digital books? And how can States' commitment to guarantee children's right to access books and the place of libraries in increasing children's reading culture be analyzed?. Method: This study has a descriptive-analytical approach. It is fundamentally theoretical in its objectives, utilizing a documentary method. Data were collected and analyzed through library-based resources and other scholarly works. Results: Children's access to public libraries is a means by which, while participating and being present in a social environment and interacting, they can access books and take a step towards self-realization from an educational, training and cultural perspective. Reading extra resources guides children and adolescents towards correct knowledge and awareness. Using the capacities of digital technology at the community level and educational and cultural institutions to promote a reading culture in society is another step in creating interaction between books and digital entertainment. Conclusion: Creating public libraries for children and distributing access to them fairly is the duty and commitment of governments towards children and it will be accompanied by observing important requirements such as providing an enjoyable space for reading, children's entertainment, a physical environment conducive to children and limiting access to content based on existing laws, regulations and requirements and the presence of specialized guides and instructors in the library environment, which in itself lays the groundwork for enjoying other rights such as the right to entertainment.
