fa مدل عملیاتی ادغام برنامه های مراقبت سلامت در کلینیک های حقوق کودک تخصصي Special پژوهشي Original Article <span style="line-height:2;"><span style="font-size:12px;"><span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#03695f">زمینه و هدف:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">حمایت از کودکان یک ملاحظه اخلاقی و یک الزام حقوقی است. این مطالعه با هدف ارائه مدل عملیاتی ادغام برنامه‌های مراقبت سلامت کودک و نوجوان در کلینیک‌های حقوق کودک انجام شده است.</span></span><span dir="LTR" lang="NL"><span style="line-height:115%"></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#03695f">روش:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">در این مطالعه کیفی ابتدا جستجوی هدفمند قوانین و متون مرتبط با حقوق کودک/ نوجوان در وبگاه‌های داخلی با استفاده از واژگان کلیدی شامل حقوق کودک/ نوجوان یا دوستدار کودک/ نوجوان یا سلامت کودک/ نوجوان انجام شد. پس از مرور قوانین مرتبط و پیشینه مراکز حامی و دوستدار کودک/ نوجوان، چالش‌های پیش روی این مراکز تعیین و مدل عملیاتی ادغام برنامه‌های مراقبت سلامت در کلینیک‌های حقوق کودک ارائه گردید.</span></span><span lang="FA"><span style="font-family:"B Nazanin""></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#03695f">یافته‌ها:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">مرور پیشینه پژوهش نشان‌دهنده تأسیس ساختارهای مراکز دوستدار کودک و نوجوان و باشگاه‌های سلامت نوجوانان توسط وزارت بهداشت و درمان با حمایت سازمان‌های بین‌المللی از سال 1385 و نیز کلینیک‌های حقوق کودک توسط انجمن علمی و مرجع ملی کنوانسیون حقوق کودک وزارت دادگستری از سال 1395 تاکنون می‌باشد. فعالیت این مراکز به دلیل توقف حمایت سازمان‌های بین‌المللی و نیز عدم به کارگیری راهبردهای همکاری بین بخشی، جلب همکاری سازمان‌های ذ‌ی‌نفع و مشارکت جامعه متوقف گردیده است. علیرغم موضع دولت در حمایت از کودکان و نوجوانان مطابق با قوانین و اسناد بالادستی و تداوم فعالیت کلینیک‌های حقوق کودک بر اساس ماده 50 آیین‌نامه اجرایی ماده 6 قانون حمایت از اطفال و نوجوانان، </span></span><span lang="AR-SA"><span b="" nazanin="" style="font-family:">مسائلی چون عدم تخصیص بودجه و لزوم رایگان‌بودن خدمات حقوقی، فقدان واحد پایش و اعتباربخشی و نیز عدم وجود حلقه اتصال بین این کلینیک‌ها و مراکز مراقبت سلامت از کودکان و نوجوانان در معرض خطر، از جمله چالش‌های پیش روی این مراکز هستند. </span></span><span lang="FA"><span b="" nazanin="" style="font-family:">از این رو ادغام برنامه‌های مراقبت سلامت کودکان و نوجوانان در معرض خطر در </span></span><span lang="FA"><span b="" nazanin="" style="font-family:">کلینیک‌های حقوق کودک و ارائه خدمات مشاوره و معاضدت حقوقی به آنان می‌تواند یک راهکار ابتکاری و پیشگیرانه برای تأمین سلامت و خوب‌زیستی آنان باشد.</span></span><span lang="AR-SA"><span style="font-family:"B Nazanin""></span></span></span></span></span><br> <span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><b><span lang="AR-SA"><span b="" nazanin="" style="font-family:"><span style="color:#03695f">نتیجه‌گیری:</span></span></span></b> <span lang="FA"><span b="" nazanin="" style="font-family:">با‌ توجه به توقف فعالیت مراکز سلامت ویژه کودک و نوجوان و راه‌اندازی ساختار مصوب کلینیک‌های حقوق کودک، مدیریت چالش‌های پیش روی این کلینیک‌ها و تعیین موارد ارجاع و خدمات قابل ارائه در قالب کلینیک‌های حقوق کودک، توسط شورای عالی سلامت و امنیت غذایی با مشارکت نمایندگان سازمان‌های شریک توصیه می‌گردد.</span></span></span></span></span></span></span><span style="font-size:11pt"><span style="line-height:115%"><span style="direction:rtl"><span style="unicode-bidi:embed"><span sans-serif="" style="font-family:Calibri,"><span lang="AR-SA" style="font-size:10.0pt"><span style="line-height:115%"><span style="font-family:"B Nazanin""></span></span></span></span></span></span></span></span><br> &nbsp; <span style="line-height:2;"><span style="font-size:12px;"><span style="background:#f4fefe"><b><span new="" roman="" style="font-family:" times=""><span style="color:#03695f">Background and Aim:</span></span></b> <span new="" roman="" style="font-family:" times="">Protecting children is a moral consideration and a legal obligation. This study aimed to provide an operational model for the integration of child and adolescent health care programs in child rights clinics (CRCs).</span><span style="font-family:"Times New Roman","serif""></span></span><br> <span style="background:#f4fefe"><b><span new="" roman="" style="font-family:" times=""><span style="color:#03695f">Method:</span></span></b> <span new="" roman="" style="font-family:" times="">In this qualitative study, a targeted search for laws and texts related to child/adolescent rights in domestic websites was conducted, using keywords including child/adolescent rights, child/adolescent friendly, or child/adolescent health. After reviewing the related laws and literature of child/adolescent friendly centers, the challenges faced by these centers were determined and the operational model was presented.</span><span style="font-family:"Times New Roman","serif""></span></span><br> <span style="background:#f4fefe"><b><span new="" roman="" style="font-family:" times=""><span style="color:#03695f">Results:</span></span></b><b> </b><span new="" roman="" style="font-family:" times="">A review of the literature shows the establishment of child and adolescent friendly centers and also adolescent health clubs by the Ministry of Health and Medical education with the support of international organizations since 2005, as well as CRCs by the scientific association and national authority of the Children&#39;s Rights Convention of the Ministry of Justice since 2015, in Iran. However, the activity of these centers has been stopped due to the cessation of international organizations support and the lack of strategies of inter-sectoral cooperation and community participation. Despite the government&#39;s position in protecting children and adolescents in accordance with the mainstream laws and documents and the continuation of the activities of CRCs based on Article 50 of the Executive Regulations of Article 6 of the Law on the Protection of Children and Adolescents, issues such as the lack of budget allocation and the need for free legal services , the lack of monitoring and accreditation unit, as well as the lack of a link between these clinics and healthcare centers for at-risk children and adolescents, are among the challenges facing these centers.
