fa خشونت علیه کودکان خیابانی و تعهدات بین‌المللی ایران Violence against Street Children and Iran's International Commitments پژوهشي Original Article <div style="text-align: justify;">زمینه و هدف: حمایت از کودک در هر کشوری امری مهم محسوب می‌گردد. مطابق کنوانسیون حقوق کودک و سایر معاهدات بین‌المللی همه کودکان از حق حمایت در برابر آسیب برخوردارند. پیشگیری و مقابله با خشونت، بهره‌کشی و آزار کودکان لازمه تضمین حقوق آنان درزمینه حیات، رشد و رفاه است. دغدغه‌های حمایت از کودکان، جهانی و فراملی هستند. حضور کودکان در خیابان و ظهور پدیده کودک خیابانی در بسیاری از کشورهای جهان به‌ویژه در کشورهای درحال‌توسعه از ‌جمله ایران امروزه بخشی از معضلات و مشکلات جدی این جوامع را تشکیل می‌دهد. در این مطالعه ابعاد خشونت علیه کودکان خیابانی با ملاحظه تعهدات بین‌المللی ایران مورد بحث و بررسی قرار گرفته است. روش: در این مقاله به شیوه توصیفی تلاش شده است تا ضمن مروری بر اسناد و رویکردهای بین‌المللی و نیز برنامه‌های ارائه‌شده در سیستم حقوقی ایران، وضعیت کودکان خیابانی موردبررسی قرارگرفته و راهکارهایی برای حمایت از کودکان خیابانی عرضه گردد. یافته‌ها: تعهدات بین‌المللی دولت ایران اگرچه باعث تغییر، تصویب و اصلاح قوانین زیادی شده است اما در حوزه اجرا با موانع بسیاری مواجه است. نتیجه‌گیری: نظارت بر اجرای دقیق قوانین موجود در مورد کودکان از جمله قانون کار، پیمان‌نامه حقوق کودک، قانون حمایت از کودکان و نوجوانان و مقاوله نامه ۱۸۲ سازمان بین‌المللی کار که همه آن‌ها به تصویب رسیده است و ایجاد شبکه یا نظام یکپارچه حمایت از کودکان خیابانی به‌منظور ارائه خدمات مناسب به کودکان، از لازمه‌های حمایت مؤثر دولت در پرتو تعهدات بین‌المللی است.</div> <div style="text-align: justify;">Background and Aim: Child protection is becoming important in every country. According to the rights of the child and other international treaties, all children have the right to be protected from harm. Preventing and dealing with violence, exploitation and abuse of children is necessary to guarantee their rights in terms of life, growth and well-being. Global and transnational child protection concerns, the presence of children on the street and the emergence of the phenomenon of street children in many countries of the world, especially in developing countries including Iran, are among the serious problems of these societies. In this study, the dimensions of violence against street children have been examined considering Iran's international obligations. Method: In this article, it is searched in a descriptive way to review the international documents and procedures of the government programs presented in the Iranian legal system for street children and provide solutions to support them. Results: The international obligations of the Iranian government, despite the fact that it has changed, passed and amended many laws, but it faces many obstacles in the field of implementation. Conclusion: Monitoring the strict implementation of existing laws on children, including the Labor law, the Convention on the Rights of the Child, Protection of children and adolescents, and ILO Convention No. 182, all of which have been approved, and an integrated network or system for the protection of street children which created in order to providing appropriate services to children is from the requirements of the effective support of the government in the light of international obligations.
