fa عملکرد یونیسف در قبال نقض حقوق بشر کودکان در نبردهای خاورمیانه؛ با تأکید بر نسل‌کشی کودکان غزه تخصصي Special پژوهشي Original Article <span style="font-size:14px;"><span style="line-height:2;"><strong>زمینه و هدف: جنگ‌ها واره تبعات جبران‌ناپذیری بر زندگی غیر نظامیان، به ویژه کودکان، تحمیل کرده‌اند که در منطقه خاورمیانه به وضوح قابل مشاهده است. کودکان درگیر در مخاصمات مسلحانه در سخت‌ترین شرایط ممکن قرار دارند و نیازمند حمایت سازمانهای بین‌المللی مانند صندوق کودکان ملل متحد (یونیسف) هستند. هدف این پژوهش، بررسی عملکرد یونیسف در قبال نقض حقوق بشر کودکان در مخاصمات مسلحانه خاورمیانه، با تأکید بر نسل‌کشی کودکان فلسطینی توسط رژیم صهیونیستی است.<br> روش: این پژوهش به روش توصیفی ـ تحلیلی و با استفاده از اسناد، گزارش‌های بین‌المللی و موارد نقض حقوق بشری مستند، عملکرد یونیسف را در بحران غزه مورد ارزیابی قرار داده است.<br> یافته‌ها: یافته‌ها نشان می‌دهد که یونیسف فاقد ضمانت اجرایی قوی و بازدارنده برای خاتمه‌دادن به نقض حقوق کودکان در مخاصمات مسلحانه خاورمیانه، به ویژه نسل‌کشی کودکان فلسطینی، بوده است. این سازمان دچار ضعف‌های ساختاری و عملکردی چشمگیری است.<br> نتیجه‌گیری: عدم محکومیت مطلوب، اقدامات ناکافی، اتهامات جانبدارانه، عدم استقلال و سکوت در برابر نسل‌کشی در غزه از مهم‌ترین انتقادات وارد به یونیسف به شمار می‌روند. برای حمایت مؤثر از کودکان در مخاصمات، اصلاح ساختارهای نظارتی و تضمین استقلال عمل این سازمان ضروری است.</strong></span></span><br> <br> &nbsp; <span style="line-height:2;"><strong><span style="font-size:14px;">Background and Aim: Wars have always had irreparable consequences on the lives of civilians, especially children, a reality clearly observable in the Middle East. Children caught in armed conflicts find themselves in the most severe conditions, requiring support from international organizations such as the United Nations Children&#39;s Fund (UNICEF). This study aims to evaluate UNICEF&#39;s performance regarding violations of children&#39;s human rights in armed conflicts in the Middle East, with an emphasis on the genocide of Palestinian children by the Zionist regime.<br> Method: This research employs a descriptive-analytical method, utilizing documents, international reports and documented cases of human rights violations to assess UNICEF&#39;s actions during the Gaza crisis.<br> Results: The findings indicate that UNICEF lacks strong and deterrent enforcement mechanisms to end violations of children&#39;s rights in armed conflicts in the Middle East, particularly the genocide of Palestinian children. The organization exhibits significant structural and operational weaknesses.<br> Conclusion: Inadequate condemnation, insufficient measures, biased accusations, lack of independence and silence in the face of genocide in Gaza are among the most critical criticisms leveled against UNICEF.
