fa پیامدهای تغییرات اقلیمی بر حق رشد و بقای کودک: چشم‌انداز عدالت بین نسلی Climate Change Impacts on the Child’s Right to Growth and Survival: An Intergenerational Equity Perspective تخصصي Special پژوهشي Original Article زمینه و هدف: تغییرات اقلیمی و پیامدهای ناشی از آن، امروزه به ‌عنوان یکی از مهم‌ترین و بحرانی‌ترین چالش‌های پیش‌ روی بشریت شناخته می‌شود. دولت‌ها در چهارچوب (توافق‌نامه پاریس) و سایر اسناد بین‌المللی مرتبط، تعهداتی برای کاهش انتشار گازهای گلخانه‌ای که از عوامل اصلی تغییرات اقلیمی به شمار می‌روند، بر عهده دارند. با وجود این، اجرای مؤثر این تعهدات مستلزم همکاری و همبستگی گسترده‌تر میان دولت‌ها، به ویژه دولت‌های توسعه‌یافته است. در این میان، آثار تغییر اقلیم و خطراتی که رشد، بقا و حتی حیات کودکان نسل حاضر و آینده را تهدید می‌کند، نیازمند توجه عمیق‌تر و اتخاذ تصمیمات مؤثر از سوی دولت‌ها و نهادهای بین‌المللی کلیدی است. روش: این پژوهش با روش توصیفی ـ تحلیلی و با استفاده از پایان‌نامه‌ها، کتب، مقالات علمی و منابع معتبر انگلیسی‌زبان، همراه با بررسی برخی منابع معتبر داخلی، از منظر بین نسلی به بررسی تأثیرات تغییر اقلیم بر حق رشد و بقای کودک پرداخته است. یافته‌ها: نتایج تحقیق نشان می‌دهد که پیامدهای تغییرات اقلیمی، از جمله سوءتغذیه، آوارگی ناشی از سیل و خشکسالی، آلودگی منابع آبی، از بین‌رفتن زمین‌های کشاورزی و محرومیت از آموزش، به‌ طور جدی بر حق رشد و بقای کودکان نسل حاضر و آینده تأثیرگذار خواهد بود. در صورت تداوم انفعال دولت‌ها، حق حیات کودکان، به ویژه نسل‌های آینده، به شدت در معرض تهدید قرار خواهد گرفت. نتیجه‌گیری: دستیابی به برابری و عدالت بین نسلی و حمایت از کودکان نسل حاضر و آینده مستلزم رویکردی جامع است؛ رویکردی که ضمن پایبندی به اصول «مسئولیت‌های مشترک اما متمایز» و «منافع عالیه کودک»، با بهره‌گیری از تمامی ظرفیت‌های دولت‌ها و نوع بشر، زمینه‌ساز اقداماتی فوری و مؤثر برای مقابله با بحران تغییر اقلیم، به ویژه در زمینه کاهش گازهای گلخانه‌ای باشد.   Background and Aim: Climate change and its associated risks and challenges have become some of the most pressing crises confronting humanity today. Under the Paris Agreement and other international frameworks, states are bound by obligations to reduce greenhouse gas emissions—one of the principal drivers of climate change. Yet, the fulfillment of these obligations requires stronger cooperation and collective action, particularly from developed countries. The adverse effects of climate change, which endanger the growth, survival, and even the lives of children from both present and future generations, call for greater recognition and decisive commitments from states and key international bodies. Method: This study employs a descriptive-analytical method, drawing on academic theses, books, peer-reviewed articles, and authoritative English-language sources, as well as selected credible domestic studies. It explores, from an intergenerational perspective, the impacts of climate change on the child’s right to growth and survival. Results: The results reveal that climate change—through consequences such as malnutrition, displacement caused by floods and droughts, water pollution, loss of agricultural land, and restricted access to education—profoundly undermines the right of children, both now and in the future, to growth and survival. Continued inaction by states will inevitably jeopardize the right to life of children, particularly those of future generations. Conclusion: Achieving intergenerational equity and safeguarding the rights of children in both current and future generations demand a comprehensive approach.
